How to Apply for TU Transcript, Provisional, and Migration Certificates (Balkhu Process)
Transcript, provisional certificate and migration certificate from the TU Office of the Controller of Examinations at Balkhu: which document you actually need, the documents and fees for each, the online portal route, the counter and room numbers in person, processing times, and the mistakes that get applications sent back.
Three documents, three different purposes, and almost everyone who walks into Balkhu for the first time asks for the wrong one.
A transcript is your academic record. A provisional certificate is temporary proof that you graduated. A migration certificate is permission to leave Tribhuvan University for another university. Employers, foreign universities and Nepali admission offices each want a different combination of the three, and the Office of the Controller of Examinations will not tell you which one you need. It will process exactly what you asked for, take your money, and hand you a document that does not solve your problem.
This guide covers all three: what each one is for, the documents and fees for each, the online route through the TU student portal, the in person route through the Balkhu counters, and the mistakes that send applications back.
Which document do you actually need

Two clarifications that save a wasted trip. The character certificate comes from your campus, not from the Office of the Controller of Examinations. And the provisional certificate is not a lesser version of the transcript. A foreign university asking for transcripts will not accept a provisional certificate instead.
Before you start: the documents everything depends on
Whatever you are applying for, the same two items sit underneath it.
- Your TU registration card. Both sides. This is the spine of every application at Balkhu.
- Every mark sheet. Not the final year only. Every year or every semester, including any partial or repeat examination.
Then one rule that causes more rejections than any other: the name on your application must match the name on your registration card, character for character. Not the spelling on your citizenship, not the spelling on your passport, not the version you prefer. If those differ, you have a name correction case to settle first, and the correction is a separate application with its own documents.
Online or in person
TU moved these services onto a student portal, and the Office of the Controller of Examinations has told students to file personally rather than through an agent at the campus gate.

The portal is reached from the examination office site at tuexam.edu.np. Two portal addresses have circulated, student.tuexam.edu.np and student.exam.tu.edu.np, so start from the office site and follow its current link rather than trusting a bookmark from a blog. Note that online applications still end with a physical collection at Balkhu. The portal removes the queue at the front of the process, not the trip at the end.

How to apply for a TU transcript
Online
- Open the student portal from tuexam.edu.np and sign up with your registration details.
- Confirm the signup through the email link, then set your password.
- From the dashboard, choose the transcript application.
- Fill in your personal and examination details exactly as they appear on the registration card.
- Enter your examination records year by year or semester by semester.
- Upload every mark sheet and both sides of the registration card as PDF files. Not photos, not screenshots.
- Select the payment bank and pay through Connect IPS or Nepal Pay QR.
- Save the payment receipt and the application ID slip.
- Wait for the collection date, notified through the portal or by SMS.
- Collect at Balkhu with the application ID slip and your original mark sheets.
In person at Balkhu
- Collect the transcript request form at the Office of the Controller of Examinations, Balkhu.
- Pay the fee at the bank counter inside the building, at Global IME or Nepal Bank.
- Fill the form with details matching your registration card.
- Take it to Room 1 for verification.
- Submit at Room 11 with the photocopies and the bank voucher.
- Keep the receipt slip. It is the only thing that gets your document back.
- Collect after roughly 20 to 21 working days.

How to apply for a provisional certificate
The provisional certificate is what you use in the gap between your final result and your convocation, which can run to a year or more. Loksewa applications, job files and Grade 11 of your career will all accept it.
The application path is the same as the transcript: the same portal, the same counters, the same registration card and mark sheet set. Many students apply for the transcript and the provisional certificate in the same visit, which is the sensible thing to do because the document set is identical.
The original, or main, certificate is issued after convocation and replaces the provisional one as your permanent record. Apply for that separately once your convocation is done.
How to apply for a TU migration certificate
This is the one with the extra requirement and the sting in the tail.
A migration certificate releases you from Tribhuvan University so another university can enrol you. You need it when moving to another Nepali university, and foreign universities frequently ask for it during admission.
Documents required
- A recommendation or request letter from your college or campus, with the official stamp and signature
- The TU migration form, from the Balkhu office or downloaded from the TU website, signed and stamped
- Your original registration card, which is surrendered
- The bank deposit voucher
Process
- Get the recommendation letter from your campus first. Nothing moves without it.
- Pay the fee at the bank counter and keep the voucher.
- Submit the stamped form, the original registration card and the voucher at Room 9 at the OCE, Balkhu.
- You are issued a computer voucher slip and directed to the room for final submission.
- Collect on the date given.
The warning nobody gives you loudly enough: if you lose your migration certificate, Tribhuvan University does not issue a duplicate. There is no second copy and no replacement. Scan it, store the scan in two places, and give originals to institutions only against a receipt.
If you no longer have your original registration card, the application still proceeds, with an additional fee.

Fees at Balkhu are revised from time to time and the counter is the final authority. Treat this table as what to expect, not as a quotation, and confirm before you deposit at the bank, because a voucher for the wrong amount means a second queue.

Two scheduling points. Anyone applying to a foreign university should start at least two months before the deadline, because a transcript filed in the same week the deadline falls is a transcript that will miss it. And the 35 day collection window is real. Documents left uncollected create their own problem.
Why applications get sent back

That last row is the office's own advice, and it is not bureaucratic preference. An agent has no way of knowing that your registration card spells your middle name differently.
Applying from outside Kathmandu or from abroad
The application is online, the collection is physical. If you cannot be at Balkhu on the collection date, send someone with your application ID slip, the original mark sheets and a signed authority letter, and confirm with the office what they will accept before that person travels. Requirements for representatives have varied, and an hour on the phone to 977-5302727 or 5377585 is cheaper than a wasted flight.
Related services at the same office
The Balkhu counters also handle several things students go looking for elsewhere.
- Re-totalling. A recount of your marks, Rs 200 per subject. TU's portal guidance sets the window at 15 days from the publication of the result, and some counter notices have cited a longer period. Work to 15 days. Missing it closes the option permanently.
- Subject change, before the result is published, Rs 400 per subject.
- Name and registration corrections in a mark sheet, which require a college letter, the original admit card, a photocopy of the registration card and the original mark sheet.

Before you go
Scan everything before you start: both sides of the registration card, every mark sheet, the payment receipt, and each finished document as it comes back. The office works from paper, and the student who keeps a clean digital set is the one who does not repeat this process in three years when a foreign university asks for a second copy.
