What you are actually paying at the TMO counter

A bluebook renewal receipt has three lines: the provincial vehicle tax set by your province’s annual Finance Act, a small fixed renewal charge (Rs 300 two-wheelers, Rs 500 four-wheelers), and compulsory third-party insurance sold separately by insurers. This calculator models the first two exactly and explains the third so there are no surprises at the Transport Management Office.

Engine CC decides almost everything

For petrol and diesel vehicles the displacement written on your bluebook picks the slab. A Pulsar 150 owner pays Rs 5,000 while a Royal Enfield 350 jumps to Rs 12,000 - more than double for 200 extra cc. Cars step from Rs 22,000 under 1,000 cc to Rs 70,000 above 3,500 cc, which is why imported SUVs cost so much more every single year, not just at purchase.

EVs play by different rules

Electric vehicles are banded by motor output instead of engine size: watts for scooters and bikes, kilowatts for cars. The bands are deliberately gentle - the priciest electric scooter band is Rs 3,000, one-twelfth of a big petrol bike - part of the policy push that put tens of thousands of EVs on Nepali roads since 2021.

The fine staircase for late renewal

Miss end-of-Ashad and the penalties begin: 5% during Baisakh, 10% until mid-Ashad, 20% in the final half-month, then 32% for every full year in arrears - compounding across missed years. After roughly five unpaid years the bluebook itself risks cancellation, which turns a Rs 5,300 habit into a re-registration nightmare. Pay early Shrawan and none of this ever touches you.

Provinces differ slightly

Vehicle tax is constitutionally a provincial subject, so Gandaki, Lumbini, Koshi and the rest publish their own rate cards each year - usually within a few percent of Bagmati’s numbers shown here. If you register outside Bagmati, treat these figures as a close estimate and confirm the exact rupees at your local office before paying.
